MINUTES <br />CITY COUNCIL <br />SEPTEMBER 28, 2011 <br />requested, and the County has complied with those recommendations. <br />Thompson indicated that the County will be a good neighbor. He also <br />reported that Ramsey County Property Management provides professional <br />and high quality management of the County's properties. He noted that <br />under the County's ownership of this site, there will be a strong police <br />presence which will improve security for the general area. <br />Blesener agreed that the increased police presence will be a benefit to the <br />area and to the City. He noted that there is a great deal of pavement on <br />this site and asked if any thought had been given to taking up some of this <br />pavement and installing rain water gardens. Thompson noted that there is <br />a holding pond on the site. He also reported that the County works in <br />partnership with the County's Community Corrections Department and <br />Bailey's Nursery, and will be redoing a comprehensive re- landscaping of <br />the entire site and adding landscaping around the fence. <br />Jack Serier, Ramsey County Sheriff's Department, pointed out that this <br />location will be a hub of Sheriff's Department activity 7 days per week, 24 <br />hours per day. He indicated that a night commander will office out of this <br />building. There will also a high number of volunteers in and out of this <br />building as will the Sheriff's Water Patrol and SWAT personnel. Serier <br />stated that the 5 South Owasso Blvd is strategically located in the center of <br />Ramsey County, and will likely become the east substation for the patrol <br />operation providing a significant police presence in the area. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by Keis, seconded by McGraw, the public hearing was <br />closed. <br />Montour asked about the 10 -foot high fence proposed around the storage <br />area. The City Planner noted the Code allows fences up to 8 feet in <br />height, and the applicant is requesting a CUP for a special purpose fence <br />of 10 feet in height. The Planner indicated that the Planning Commission <br />felt the request was appropriate with enhanced landscaping given the need <br />for security. Keis pointed out that the applicant has indicated a 10 foot <br />high fence will eliminate the need for barbed wire. <br />Montour asked if there was adequate parking for employees. The Planner <br />replied that the parking is more than adequate. <br />Keis introduced the following resolution and moved its adoption: <br />4 <br />
