MINUTES <br />CITY COUNCIL <br />SEPTEMBER 28, 2011 <br />storage on the entire northern half of the property, approximately 90,000 <br />square feet. Factoring in the allowances in both districts, this property <br />would be allowed a maximum of 65,000 square feet of outdoor storage. <br />The County has submitted a revised site plan decreasing the outdoor <br />storage area to approximately 61,000 square feet, thus meeting Code <br />allowances. The Planner noted that the County was requested to submit <br />an updated landscape plan and lighting plan. These have been submitted <br />and meet Code requirements. The Planner indicated that his <br />recommendation is for approval of the Conditional Use Permits based on <br />the amended plans submitted. <br />Blesener noted the previous CUPs on this property. The Planner reported <br />that the site was developed as a trucking firm with a CUP for the outdoor <br />storage of semi - trailers. This business ceased to operate from this location <br />a couple of years ago. Earlier this summer the City approved a CUP for a <br />similar -type business, but that business did not move into the site. The <br />County has now applied for a CUP for the outdoor storage of automobiles, <br />rather than the outdoor storage of trucks which previously existed on the <br />property. <br />Bruce Thompson, Ramsey County Property Management, appeared before <br />the Council and reported that the County Board has authorized the <br />purchase of 5 South Owasso Blvd for use as the Sheriff's Department's <br />impound lot pending approval of a CUP for outdoor storage by Little <br />Canada. The current impound lot is in the area of 694 and Rice Street on <br />the former County Public Works property. That property is owned by the <br />City of Shoreview and it will be necessary to vacate the property very <br />soon as improvements move forward for 694. Thompson reported that <br />there will be an average of 80 to 100 cars on the property at any given <br />time stored within the fenced in area on the north half of the site. Vehicles <br />will rotate in and out fairly quickly. The County will enclose the storage <br />area with a 10 -foot high fence. There will be landscaping outside the <br />fence area to help with screening. The area will also be alarmed and <br />cameras will be installed to monitor the site. The site will be lit in <br />conformance with City Code standards. <br />Thompson reported that the County is looking at other possible uses for <br />the building including a substation for the Sheriff's Patrol Division, indoor <br />storage for the Sheriff's Water Patrol Division, indoor storage of specialty <br />vehicles, indoor storage of high profile and valuable vehicles that might be <br />seized, storage for the Ramsey County Election Department, and office <br />space for the Ramsey County VIPS unit. <br />Thompson noted that at the Planning Commission meeting there were <br />several recommendations made relative to approval of the CUPs <br />3 <br />
