MINUTES <br />CITY COUNCIL <br />SEPTEMBER 28, 2011 <br />ROSEVILLE John Thein, Superintendent of the Roseville Area School District, <br />SCHOOL appeared before the Council to provide an update on the changing <br />DISTRICT 623 demographics of the School District as well as to extend an invitation to a <br />special event. Thein reported that the Roseville Area School District is <br />proud to be a part of the Little Canada community. <br />Thein presented a PowerPoint demographic report using data from <br />October, 2010 and indicated that he will provide updated data when it is <br />available. He reported that enrollment is at 6,627, and noted that 60% of <br />students are white and 40% students of color (17% Asian, 13% Black, 9% <br />Hispanic, and 1 % American Indian). Thein reported that when he started <br />in the Roseville School District 24 years about 9% of students were of <br />color. <br />Thein indicated that enrollment is up in the School District and indicated <br />that the District has the largest kindergarten class in many years. The vast <br />majority are local residents indicating that families with young children <br />are moving into the District. <br />Thein indicated that people of Hispanic ethnicity are the fastest growing <br />segment of the student body. As a result, a new language emersion <br />program will be offered at Little Canada Elementary School next year <br />beginning with the incoming kindergarten class. This will be a dual <br />language emersion program, and it will be an optional program. <br />Thein then reviewed a chart showing the percentages of students of color <br />at each of the District's schools. He noted that Little Canada Elementary <br />is at 50% students of color for both the school years 2009 -10 and 2010 -11. <br />Fairview Alternative High School (FAHS) has the highest percentage at <br />69 %. <br />McGraw asked if there was open enrollment for FAHS. Thein replied that <br />there was. He noted that the Mounds View School District has closed <br />their alternative high school and has an on -line program. He noted that <br />FANS is a good option for adult students who have left school and want to <br />return or students who just want a different option. Thein reported that <br />about 10% to 15% of students at FAHS are from open enrollment. <br />Thein reviewed a graph which showed that the population of students of <br />color is growing and is higher in elementary school than in secondary <br />school. He further noted that there are a total of 51 languages other than <br />English spoken at home (23% of the student population). At Little Canada <br />7 <br />
