MINUTES <br />CITY COUNCIL <br />SEPTEMBER 28, 2011 <br />CONSENT <br />AGENDA <br />Elementary School 18% of the student population have limited English <br />proficiency. There are approximately 400 students at that school. <br />Free and reduced priced meal statistics were next reviewed, with Thein <br />noting that 58% of students participate in this program. Thein indicated <br />that this is an important program for students, and noted that the program <br />is also available to those involved in summer programs. Over the entire <br />School District population, 41% of students participated in the meal <br />program for the 2010 -11 school year. This program brings in increased <br />funding from the State through compensatory revenue. <br />Thein then compared the resident ethnic composition of School District <br />students with non - residents. Thein noted that open enrollment is making <br />the School District less diverse, as 67% of non - resident students are white <br />compared to 59% of resident students. <br />The Council and Thein discussed the challenges of educating a mobile <br />student population. Thein indicated that if they are able to educate a child <br />through elementary and secondary schools, that child will do well. <br />However, about 20% of the student population is mobile. <br />The Council and Thein discussed further the dual language emersion <br />program that will be put in place at Little Canada Elementary School, <br />noting that the program will be optional. It will involve half Spanish - <br />speaking children and half English- speaking children who will work <br />together and learn from one another. The teachers will be bi- lingual. <br />Montour suggested that the next issue of the City newsletter contain <br />information on this new program. <br />Thein then invited the Mayor and Council to their Early Childhood Center <br />Grand Opening at Parkview School on October 13th from 6:00 p.m. to <br />7:30 p.m. Thein thanked the Council for their time and appreciated the <br />great working relationship that the School District has with the City of <br />Little Canada. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -9 -194 — APPROVING THE CONSENT <br />AGENDA WHICH CONTAINS THE FOLLOWING: <br />*APPROVAL OF THE VOUCHERS; <br />*RESCHEDULE NOVEMBER 23, 2011 COUNCIL MEETING TO <br />NOVEMBER 21, 2011 AT 7:30 P.M.; <br />8 <br />
