(9th O/ - S 7a ca1a
515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 766 -4029 / PAX: (651) 766 -4048
www.ci.litlle- canada.mn.us
MEMORANDUM
TO: Mayor Blesener & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: October 6, 2011
RE: Metro Mobility Service
MAYOR
13111 Blescocr
COUNCIL.
Kick Montour
John Kcis
Michael McGraw
Shelly Boss
ADMINISTRATOR
Joel R. [Janson
At the July 25th council meeting, Simcha Plisner raised some questions regarding Metro Mobility's
hours of service provided to Little Canada residents. Staff has been following up on this matter with Mr.
Paul Colton, Senior Manager of Metro Mobility. Here is a summary of what was learned:
Y Metro Mobility is a requirement of the Americans with Disabilities Act (ADA) for transit
systems.
➢ The ADA provisions require that service hours for Metro Mobility match the service hours of
the operating bus lines within a % mile radius of the bus route. (This is an unfunded
mandate.)
b Metro Mobility has exceeded the 3/4 mile provision by providing service based on the bus
routes operating schedules within a community. They utilize the route with the latest service,
with the service determination made for a stop within 3/4 of a mile from the community's
boundaries.
Y hr Little Canada, we have three routes operated by Metro Transit. They are Routes 62, 71,
and 223.
Y Route 71 is the route used for determining the end of the service day in Little Canada as it
has the latest service based on a stop at Sloan Place & Roselawn. (I did look at Route 62 and
stops that would have generated later service did not fall within the % mile distance
requirement. Route 223 is the former Circulator Route and it ends earlier without service on
weekends.)
Y To extend Metro Mobility's hours of service, one of the bus routes serving Little Canada
would need to be extended.
3- Due to funding cutbacks and ridership data, it is unlikely that bus route service times will be
extended even if requested by the City.
v Two rounding errors were discovered as a result of our inquiries and weekend day service
will be extended 15 minutes earlier and later than presently exists (4:45 a.m. to 4:30 a.m. &
11:30 p.m. to 11:45 p.m.).
1
