Based on the city's current street design standards, streets narrower than 32 feet would <br />be subject to parking restrictions. However, these narrower street widths have existed <br />for years without parking restrictions. Thus it is not recommended that parking <br />restrictions be applied to the project streets. Narrower streets also have advantages <br />such as lowering vehicle speeds and reducing pollutants by limiting the impervious <br />pavement footprint. <br />All neighborhood residents will have the opportunity to take advantage of the City's <br />Driveway Replacement Program which allows property owners to use the city's selected <br />street reconstruction contractor to replace existing substandard driveways. City staff <br />will provide free quotes to those residents considering driveway replacement. This <br />program will be coordinated by city staff similar to past reconstruction projects. <br />Sanitary Sewer <br />Extension of sanitary sewer main from the manhole located at the intersection of <br />Kohlman Lane and Keller Parkway is proposed. The sewer main would likely be placed <br />within the boulevard or under the street section of Keller Parkway and extend <br />northwesterly to Arcade Street. Please see Exhibit 4 for the existing and proposed <br />sanitary sewer. There are eight existing or potential homes on this section of Keller <br />Parkway that would benefit from the extension. Six houses are on septic systems and <br />there are two potential houses: A buildable lot exists between 2800 and 2828 Keller <br />Parkway and there is a potential lot split at 2786 Keller Parkway. According to the <br />Environmental Manager some of the existing septic systems are failing and extension of <br />the gravity sanitary sewer would be prudent especially with the homes surrounded by <br />sensitive lakes and wetlands. These homes are the last in the area, north of County <br />Road C, without available city sanitary sewer. If the proposed improvements move <br />forward then the only property left on a septic system would be at 2870 Arcade St, <br />which is set back approximately five hundred and eighty feet east of Arcade St. A <br />possible scenario for future connection would be to condition a sanitary sewer <br />easement on the property to the east, located in Maplewood, when development <br />occurs. The City Code, Section 40 -96, requires that all properties with available city <br />sewer connect within one year; therefore all houses currently on septic systems would <br />be required to be in compliance with the City Code within one year of sanitary sewer <br />main installation along Keller Parkway. <br />City staff is also proposing to lower and extend the 8 -inch sanitary sewer main to the <br />right -of -way located north of the intersection of Beam Avenue and Kohlman Lane at the <br />request of Little Canada. The sanitary sewer main would be lowered to the bottom of <br />the sewer manhole at the intersection of Kohlman Lane and Kohlman Court and <br />extended to the right -of -way. This would allow future gravity sewer connection for <br />properties (future development) in the City of Little Canada and a small portion of <br />Maplewood.
