Canada prohibit gravity flow, which would require any future Little Canada development <br />to install lift stations in order to transport waste to sanitary sewer in Labore Road. City <br />staff finds that lowering and extending the sewer main for Little Canada is feasible <br />because the existing sanitary sewer infrastructure has the capacity for the potential <br />build out in the low lying area in Little Canada. Little Canada would be required to pay <br />all associated costs and a joint - powers agreement would be required prior to <br />proceeding with the sanitary extension to the right -of -way in Little Canada. <br />Water Main <br />Currently the only street in this neighborhood with water main is Linden Lane, which is <br />connected into the Saint Paul Regional Water System. Beam Avenue, Keller Parkway, <br />Kohlman Court, Kohlman Lane, and Meadowlark Lane have no water infrastructure. All <br />homes along these streets are on well systems. Extending the water main in Little <br />Canada from the intersection of Arcade Street and Keller Parkway to the neighborhood <br />streets can be seen as a high priority to ensure drinking water standards and a higher <br />level of fire safety protection. There are no fire hydrants in the immediate area. The <br />closest hydrants are located at County Road C to the south and Arcade Street to the <br />north. According to the Maplewood Fire Chief the lack of water main in the area poses <br />a problem. The fire department has to go as far away as County Road C to get water for <br />the homes around the north side of Kohlman Lake, The City does not have enough fire <br />hose to cover the total distance from County Road C, so the fire department would have <br />to enact a tanker operation. And according to the Chief, there is a much larger area in <br />the south end of the city without water, which is where the department's only tanker is <br />stationed. It could take several minutes for the tanker to arrive in this neighborhood from <br />the southern part of the City. It is high on the priority list for the fire department to have <br />water main and hydrants installed throughout this neighborhood for the safety and <br />protection of the citizens. <br />This neighborhood would be better protected with fire hydrants placed throughout as is <br />standard with all new developments and reconstruction projects within the city when <br />water can be feasibly extended. City staff and representatives from the City of Little <br />Canada have found it feasible to extend the water main throughout the neighborhood <br />and stub the main to the Beam Avenue right -of -way in Little Canada. Please find the <br />proposed water main extension map in Exhibit 5. A joint - powers agreement with Little <br />Canada will be required prior to constructing the extension of water infrastructure into <br />Maplewood. <br />With the extension of water main into Maplewood, the City of Little Canada would then <br />have the opportunity to connect to the proposed water main stub available at the right - <br />of -way north of the intersection of Beam Avenue and Kohlman Lane, once development <br />occurs north of Beam Avenue. Looping the water main would provide redundancy and <br />also cut down on maintenance flushing of a dead end water system. The City of Little <br />Canada water main design standards and specifications would be followed since they <br />would take over and maintain the system after improvements are completed. <br />6 <br />16 <br />
