COST RECOVERY <br />Based on the City of Maplewood's Pavement Management Policy, a portion of the <br />project cost is assessed on an equal "unit" basis. The "unit" would be based on an <br />average residential lot, as has been used in the past. There are 52 parcels within the <br />project area. Of those 52 parcels, 2 parcels meet warrants for a split in the future. <br />Therefore there are 54 total assessable units in the project area. The preliminary <br />assessment roll is provided in Exhibit 8. To supplement the assessment roll Exhibits 9, <br />10 11 and 12 provide a visual representation of properties proposed to be assessed <br />for water, sanitary, storm, and street, respectively. All the properties are residential and <br />as such will be assessed according to the city's residential rates. <br />The only street with existing concrete curb and gutter in the project area is Kohlman <br />Court. Past practice is to assess a partial street reconstruction unit to those properties <br />with existing concrete curb and gutter; therefore Kohlman Court residents would qualify <br />for the partial street assessment. The remaining properties have no concrete curb and <br />gutter therefore qualifying for the full street reconstruction assessment. <br />A portion of the project cost reflects the improvements within the City of Little Canada. <br />Beam Avenue is a border street and a cost -share would be required. Also 480 -feet of <br />new sanitary sewer main in Kohlman Lane is needed in order to provide Little Canada <br />with a gravity sewer connection for future development. There are eight residential <br />sanitary services along Kohlman Lane that would have to be replaced as a result of the <br />sanitary sewer main improvements for Little Canada. Those costs are also included in <br />Little Canada's total estimated project costs. An agreement between Maplewood and <br />Little Canada pertaining to reimbursement for costs associated with the work would <br />need to be executed in addition to the water and sanitary sewer joint -power <br />agreements. This feasibility study does not include assessments to property owners in <br />the City of Little Canada. It will be the responsibility of the City of Little Canada to <br />conduct its own public improvement process. <br />The City's 1999 Pavement Management Policy identifies certain improvement options <br />with established assessment rates for each of those options. The 2008 assessment <br />rates were set by the city council and the following assessment rates would apply. <br />Maplewood 2008 Residential Rates: <br />• $4,510 per unit: Water Main Assessment (includes cash connection fee) <br />® $4,510 per unit: Sanitary Sewer Assessment (includes cash connection fee) <br />® $ 900 per unit: Storm Sewer Assessment (drainage improvements) <br />® $5,460 per unit: Full Street Reconstruction (new concrete curb & gutter) <br />® $4,070 per unit: Partial Street Reconstruction (existing concrete curb & gutter) <br />9 <br />19 <br />
