Ill-1111K - fSSO(IIIT -S <br />TRH! tiORTR <br />Memo <br />TO: Honorable Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: January 29, 2008 <br />RE: Kohlman Lane Area Feasibility Study Addition <br />Little Canada Portion of Beam Avenue <br />The Kohlman Lane Area Feasibility Study prepared by the City of Maplewood is <br />attached to this memo. The project feasibility study includes the reconstruction of the <br />Little Canada portion of Beam Avenue along with watermain installation. The study <br />addresses the existing conditions, proposed improvements, and documents the need for <br />the project, it's feasibility, and cost effectiveness. Due to the completion of the feasibility <br />study by Maplewood staff and their City's inability to assess residents of Little Canada, <br />the cost recovery section of the document only provides an overall cost to the City of <br />Little Canada. This memo is to provide additional information to the City Council on the <br />funding of Little Canada's portion of the improvements. <br />The total cost of the project to the City of Little Canada is estimated at $179,900.00. <br />This includes the relaying of a sanitary sewer line on Kohlman Lane that we requested to <br />accommodate a future gravity sewer line extension to the Richie Place Development, <br />Scully property, and possibly the Canadian Woods Development. Using the estimated <br />project costs we have prepared a preliminary assessment roll for the Little Canada <br />properties that access Beam Avenue. Based on the City of Little Canada's assessment <br />policy up to 85% of street reconstruction costs can be assessed based on an 873" urban <br />section with a maximum assessment rate of $57.97 per front foot. For this project the <br />maximum front foot rate would apply. Due to the similar size of all the parcels and an <br />assumed equivalent use by all residents, a unit assessment is proposed for the street <br />assessment of $5,679.42 per unit. <br />The watermain improvements would also be assessed based on the approved policy. <br />The policy states that 100% of the watermain costs can be assessed up to a maximum <br />of $6,302.00 per unit. The estimated watermain costs results in a watermain <br />assessment of $5,425.00 per unit. <br />Based on these assessment figures approximately 37% of the project costs will be <br />assessed and 63% of the costs will be borne by the City. A preliminary assessment roll <br />is also attached to this memo for additional information.
