Preliminary Work Program and Timeline <br />Little Canada 2030 Comprehensive Plan Update <br />January — February 2008 <br />Planning Task 1.0 PROJECT INITIATION / START UP MEETING <br />At the beginning of the comprehensive planning process, we propose a start up meeting with <br />the City Council, Planning Commission, and City staff. The purpose of the "start-up" meeting <br />will be to refine the scope of the project and gain an understanding of the primary issues <br />affecting Little Canada for the planning horizon through 2030. The Start Up meeting will define <br />the roles of the participants, identify available resources, and finalize a project schedule. We <br />will attempt to define the following items: <br />1.1 Identify planning issues <br />1.2 Familiarize everyone with the Comprehensive Plan tasks and schedule <br />1.3 Set meeting calendars and benchmarks for work progress <br />'1.4 Examine existing planning documents (i.e., Comprehensive Plans, Development <br />Regulations, Transportation Plan and studies, utility maps and plans, etc.). <br />January — March 2008 <br />Planning Task 2.0 ISSUES IDENTIFICATION AND INVENTORY <br />Areas of concentration for the Comprehensive Plan update will be identified during this initial <br />phase of work. The product resulting from the Issues Identification phase, in combination with <br />the Planning Inventory, will lay out a "strategic plan" for the remainder of the Comprehensive <br />Plan program. This strategic plan will guide the remaining work program, both in content and <br />format. In addition, it forms the first section of the Comprehensive Plan document. <br />To complete the Inventory, we anticipate that data will be gathered and incorporated into a <br />summary of existing community conditions. Both the planning issues and inventory will be <br />presented at a public open house to solicit public comments prior to finalization of this chapter of <br />the Comprehensive Plan. The Metropolitan Council has a specific set of data that they will <br />require as a part of the planning update which will be collected and reported as a part of this <br />task. Because the City has addressed a number of issues through the Zoning and Subdivision <br />Ordinance update, it is expected that the scope of the plan will incorporate much of that process <br />into the City's land use policies. <br />2.1 Identification of additional public participation needs. <br />2.2 Coordination with City Engineering, Public Works, Parks, and other staff on various <br />elements of the Comprehensive Plan required by Met Council. <br />2.3 Collect maps, records, and other data available through the City, County, State <br />Agencies, or other sources. <br />2.4 Highlight noteworthy issues apparent from the collected Inventory. <br />2.5 Cross check the physical inventory information with issues and information collected <br />through the community interviews. <br />2,6 Deliverables: Summary report with comments on the relevant topic areas raised by the <br />Inventory analysis. <br />1 <br />
