4.3 Draft Development Framework text utilizing input from the workshop meeting. <br />4.4 Development of subchapter plans supporting the land use element (natural resources, <br />transportation, utilities, community facilities, etc.). <br />4.5 Presentation of Development Framework to the Planning Commission and City Council. <br />4.6 Hold open house one meeting to provide informal community input. <br />4.7 Report of community input to Planning Commission and City Council — revise as <br />directed. <br />4.8 Finalization of Development Framework. <br />October 2008 <br />Task 5.0 IMPLEMENTATION / FINAL COMPREHENSIVE PLAN APPROVAL <br />A summary report to the City identifying its options for integration of the Comprehensive Plan as <br />part of the City's decision - making process will be drafted. Since the Zoning and Subdivision <br />regulations will have been updated, it is expected that there will be relatively few regulations <br />issues, although we will conduct a thorough review at this stage. <br />At this stage, the Comprehensive Plan will be ready for review at a public hearing. With final <br />revisions, we will prepare the documents for submission of the Plan to abutting jurisdictions as <br />required, and then submit the Plan to the Metropolitan Council for formal action. <br />Implementation steps include the following: <br />5.1 Prepare Implementation report. <br />5.2 Provide final copy of plan for City approval. <br />5.3 Present the final draft to the Planning Commission for review and recommendation. <br />5.4 Conduct public hearing(s) at City Council. <br />5.5 City Council approval of the plan. <br />5.6 Deliverables: Completed Draft Comprehensive Plan, electronic and paper format. <br />5.7 Assist with submission of planning to surrounding jurisdictions and Metropolitan Council <br />3 <br />
