Hanson <br />TO: Mayor and Members of the Council <br />FROM: Joel Hanson, City Administrator & Greg Schroeder, Public Works Director <br />DATE: April 9, 2004 <br />RE: Municipal Consent for Unweave the Weave <br />We held the required public hearing regarding municipal consent for Unweave the Weave on <br />January 26'1i. We have 90 days to take action, or the project will be deemed approved by the City <br />of Little Canada. Our 90 days are up on April 26"'. <br />One of the key issues we need to review in greater detail is the cost apportionment of drainage <br />improvements being accommodated by MnDot. Staff has met with Ramsey County staff to <br />review the allocation of costs. Based on our review and Ramsey County policies, we will be <br />responsible for $289,297 of storm water costs and an additional $39,820 of water main costs for <br />the Edgerton/County Road D area. Staff believes these costs are necessary and appropriate to <br />provide for future drainage opportunities to allow the urbanization of streets in the northeast part <br />of the City. A map of the drainage areas and a spreadsheet showing the cost allocations is <br />attached for your review. Lee Elfering of Howard R. Green will be present at the workshop to <br />review this information in greater detail. <br />In considering what conditions we should place with our granting of Municipal Consent, the City <br />Council has asked that we obtain the City of Vadnais Heights approval resolution. A copy of <br />their minutes is attached, <br />Staff believes there are a number of issues we should address as part of our approval. The <br />following are the conditions we would recommend as part of granting our municipal consent: <br />1) Noise Walls: <br />Additions — Little Canada requires the addition of noise walls in the following <br />locations: <br />I. Along the south side of the I- 35E/694 commons area from Edgerton Street east <br />to the point the wall terminates as shown on your plans dated July 24, 2003. <br />II. Along Canabury /Viking Drive from the proposed wall ending just north of <br />County Road B2 south to the end of the project limits at approximately station <br />865 +00. <br />20 <br />
