Hanson <br />www.ci.little-canada.mn.us <br />MEMORANDUM <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: February 8, 2008 <br />RE: Info Update Workshop <br />Here are the topics for discussion at our info update workshop with some background material. More <br />information will be discussed at the workshop: <br />D Electric Franchise sunsets on December 31, 2008. We need to determine if it will continue or <br />not. This needs to occur six months prior to expiration if we want it to continue. This is a <br />significant source of funding for the Infrastructure Fund and has also been a good backup to <br />absorb State cuts in Market Value Homestead Credit. <br />• The hotel RFP was delayed pending Mr. Gagne's agreement to participate in the process. He <br />has indicated a willingness to proceed. I'll try to get the terms of an option agreement outlined <br />before Wednesday's meeting or at least to identify any issues that Mr. Gagne has with the <br />process. <br />D Viking Drive RFP needs to be completed. I'll have a draft available for Wednesday's meeting <br />for your review and discussion. <br />D I need to draft a Multi- family Housing Licensing for discussion. We can discuss this timeline at <br />Wednesday's workshop. <br />D Rice Street Bridge funding is not in the Governor's Bonding Bill. Representative Scalze will <br />again sponsor legislation to have it added to the package. From what I hear, this should not be a <br />problem. Ramsey County has also designated this bridge as their top priority for funding. They <br />have also made application for Federal Funds for construction, but we are subject to a <br />competitive process. Ramsey County also wants to plan for the reconstruction of Rice Street to <br />coincide with the bridge from County Road B to County Road B2. <br />D We need to discuss our options for the Public Works Garage. These will essentially be the same <br />sites as we have previously reviewed and they include: Schrier site at Owasso and Spruce <br />Streets, Lapham- Hickey Steel site at Country Drive and Spruce Street, wait and be part of <br />potential McGough redevelopment (timeline unknown). Another factor is Valor's "taking" <br />claim. If, if a worse case, we end up with that site, do we want to reconsider its use for Public <br />Works given the soil correction issues. <br />D We should take about the goal setting process to confirm we are all on the same page. I've <br />attached the last three years' goal listings for your review. <br />
