Us MEMORANDUM TO: Mayor Blesener & Members of City Council FROM: Bill Dircics, Public Works Superintendent DATE: February 6, 2008 RE: Ow-Site Sanitation Dump Site On -Site Sanitation has a Disposal Site Use Permit issued by the City of Little Canada and the Metropolitan Council. It was issued in February 2005 and expires May 31, 2008. (The initial permit was issued February 27, 1996 and has been renewed several times) The permit allows On -Site Sanitation to dump the sewage it collects from its portable toilets into a station at its Woodlyn location. The sewage then enters our system and flows downstream in a twelve -inch main to a Metropolitan Council interceptor that runs along Gervais Creek behind the Province Apartments. The permit was initially approved in an attempt to work with and accommodate a local business. As you are aware, the City has had problems with our sewer system in the area of On -Site Sanitation in the past. The most recent case was a blockage that occurred in September 2005 that resulted in a claim that was eventually settled by the League of Minnesota Cities Insurance Trust, but cost the City a significant sum of money. In the past, City maintenance personnel have recovered objects in our system that have likely emanated from On -Site Sanitation. We have also had additional partial and full blockages along stretches of the sewer line downstream of On -Site. Lastly, there have been complaints from neighboring businesses and residents about the smell that is created by the trucks dumping their loads at the station. On -Site Sanitation has made attempts to rectify the situation by building a new dumpsite with a grate system to catch large objects before they enter the system. This system was in place before the most recent backup so it obviously did not function as it was supposed to. Mr. Dave Holm of On -Site Sanitation has been working with a pump manufacturer to come up with a grinder -style pump that would break everything down prior to its entry into the system. Staff is not sure that this would be a guaranteed solution, either. Information on the proposed grinder pump has been. included with this memo. 2
