MINUTES <br />PARKS & RECREATION COMMISSION <br />OCTOBER 6, 2011 <br />Fahey pointed out that if additional usable area is provided on the western <br />edge of the park, there would be no need to relocate the playground <br />equipment. Sanders agreed and pointed out that the playground is in a <br />good location as it is visible from the park shelter. The Director indicated <br />that he receives favorable comments from park shelters users relative to <br />the location of the playground equipment. <br />Fahey suggested the need to finalize the plan since the sooner work can <br />commence and improvements made, the sooner Canadian Days can utilize <br />the additional area. Lolmaugh stated that Sanders' plan makes more sense <br />than filling and regrading the park. She also supported the addition of the <br />wood chip trails through the woods and a historical interpretation of the <br />old homestead area. <br />Sanders indicated that the next step would be to invite representatives of <br />the Canadian Days Committee to a meeting to discuss this option. Slain <br />asked about funding the work. The Director reported that Canadian Days <br />indicated that they could commit some funds toward the project. Sanders <br />indicated that in putting a cost estimate together he would have to factor <br />in the utilization of City crews and perhaps the prison crew. There would <br />also be the need for some cat work and the cost of seeding to estimate. <br />The consensus of the Commission was to invite representatives of the <br />Canadian Days Committee to its November meeting to discuss the <br />clearing option presented by Sanders this evening. <br />WATER The Parks & Rec Director reported that he and Sanders met with the <br />WORKS City Engineer on the Water Works Trail Railroad Crossing and <br />TRAIL reviewed various grants that might assist the City in installing the <br />RAILROAD at -grade trail crossing. There was only one grant that would be a fit <br />CROSSING for this project, but the Director indicated that it could provide up to 75% <br />of project costs with a 25% City match. The maximum grant amount <br />available is $100,000. Estimated project costs are $150,000 for the <br />railroad crossing and realignment of the existing trail around the St. Paul <br />Regional Water wells. The City Engineer would prepare the grant <br />application and make the necessary submissions. The Director asked the <br />Commission for a recommendation to the Council relative to the grant <br />application. <br />Heikke recommended that the City Council authorize submission of an <br />application for the DNR Local Trail Connection Program Grant seeking <br />assistance in funding the cost of the Water Works Trail Railroad Crossing. <br />Motion seconded by Lolmaugh. <br />Motion carried 5 — 0. <br />4 <br />
