MINUTES <br />CITY COUNCIL <br />OCTOBER 12, 2011 <br />of free water was $60. The Council was agreeable to a drawing with 10 <br />winners, and indicated that rules be established for eligibility that are <br />equitable to various scenarios, such as people who are out -of -town during <br />the winter months and not available for the initial round of meter <br />replacement. <br />Specifics of the meter replacement project were discussed, with the <br />Superintendent reporting that the project is expected to proceed quickly. <br />The replacement company will have 5 to 7 people replacing meters each <br />day, and it is expected that the majority of the replacements will be done <br />by January or February. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -10 -202 — ADOPTING THE WATER METER <br />REPLACEMENT POLICIES AS OUTLINED IN THE PUBLIC <br />WORKS SUPERINTENDENT'S REPORT DATED OCTOBER S, 2011 <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />AUTHORIZE The City Administrator reviewed the City Engineer's report dated <br />TRAIL October 6, 2011 relative to Burlington Northern Santa Fe (BNSF) <br />GRANT Railroad approving an extension of their permit to the City to <br />APPLICATION construct an at -grade trail crossing of the railroad tracks. The <br />Administrator pointed out that the permit extension was requested by the <br />City given the estimate for this work was dramatically more than <br />originally estimated. This was due to construction requirements being <br />made by BNSF. The extension will give the City time to pursue grant <br />opportunities for this project. <br />The Administrator reported that the City Engineer has identified a <br />Department of Natural Resources Local Trail Connection Grant Program <br />that would provide a 75/25 cash match reimbursement with a maximum <br />permissible request of $100,000. Given the project cost estimate is <br />$150,000, this grant could pay for 2/3 or project costs if the City is <br />successful in its application. It was pointed out that the Parks & <br />Recreation Commission reviewed this matter, and is recommending that <br />the Council authorize application for the grant. <br />Blesener introduced the following resolution and moved its adoption: <br />8 <br />
