MINUTES <br />CITY COUNCIL <br />OCTOBER 12, 2011 <br />OFF -SALE <br />LIQUOR <br />LICENSE & <br />TOBACCO <br />LICENSE — <br />TIERNEY'S <br />LIQUORS <br />RICE <br />STREET <br />IMPROVEMENTS <br />PHASE II <br />RESOLUTION NO. 2011 -10 -203 — SUPPORTING THE <br />APPLICATION TO THE MINNESOTA DEPARTMENT OF <br />NATURAL RESOURCES LOCAL TRAIL CONNECTIONS <br />PROGRAM FOR IMPROVEMENT NO. 2010 -21, WATER WORKS <br />TRAIL IMRPOVEMENT AND AUTHORIZING THE MAYOR AND <br />CITY ADMINISTRATOR TO EXECUTE THE GRANT <br />APPLICATION ON BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Clerk reported that Tierney's Liquors is being sold to Chou <br />Vang, Little Canada Liquor, Inc. Mr. Vang has made application for <br />the transfer of the Off-Sale Liquor License as well as Tobacco License. <br />The Clerk reported that application materials are in order, the <br />appropriate Certificate of Liquor Liability Insurance has been submitted, <br />and a satisfactory Sheriffs Department background check has been <br />received on Mr. Vang. Staff recommends approval of the license transfers <br />as requested. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -10 -204 — APPROVING THE TRANSFER OF <br />THE TIERNEY'S LIQUORS OFF -SALE LIQUOR LICENSE AND <br />TOBACCO LICENSE TO CHOU VANG, LITTLE CANADA LIQUOR, <br />INC. AS RECOMMENDED BY CITY STAFF <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The City Administrator reported that the County is planning Phase II <br />of the Rice Street improvement, from County Road B -2 to Market Place <br />Drive. The Administrator reported that the County would like to meet <br />with the Council at a workshop to review details of this phase of the <br />improvement. After that workshop, the County will hold a public <br />information meeting. <br />Blesener asked if the Phase II layout reflects the project as developed by <br />the Rice Street Task Force. The Administrator indicated that the project is <br />similar; however, given the impact to businesses at Rice Street and County <br />Road C, some modifications were needed.
