SECTION 1 - INTRODUCTION <br />It is the purpose of this personnel policy to establish uniform and equitable procedures that will <br />permit the personnel program of the City of Little Canada to operate in an efficient fashion. <br />Little Canada Code Chapter 209, the former Personnel Ordinance, was repealed as of July 26, <br />1995, and is no longer in effect. <br />Any term and/or condition of employment not specifically established in the personnel policy <br />shall remain solely within the discretion of the City to modify, establish, or eliminate. The City <br />retains the full and unrestricted right to operate and manage all manpower, facilities, and <br />equipment; to establish functions and programs; to set and amend budgets; to determine the <br />utilization of technology; to establish and modify the organizational structure; to select, direct <br />and determine the number of personnel; to establish work schedules, and to perform any inherent <br />managerial function not specifically referred to in this policy. <br />No provision of this policy is intended to violate, supersede or conflict with any applicable <br />Federal law or regulation, State statute or local ordinance. In the event of conflict or violation of <br />any such regulation, the offending provision of this chapter will be void, but all remaining <br />provisions will remain in effect. <br />No person shall be employed, promoted, demoted, or discharged by the City or discriminated <br />against because of political opinions or affiliations, race, color, national origin, religion, gender, <br />rnarital status, status with regard to public assistance or disability, or because of the exercise of <br />rights under provisions of the Public Employment Labor Relations Act, Minn. Stat. 179A.01 to <br />179A.25. No person wh. ' • - .. tears f age shall be discriminated against with <br />reference to City employment in any way forbidden by Federal or State law. <br />The City of Little Canada does not discriminate on the basis of handicapped status in the <br />admission or access to, or treatment or employment in, its programs or activities. It is the policy <br />of the City to provide reasonable accommodations to the known physical and mental limitations <br />of qualified handicapped employees in order for them to perform the essential functions of the <br />job in question. <br />The City of Little Canada is an Equal Opportunity Employer.
