2. The licensee agrees to post a policy requiring identification checks for all <br />persons appearing to be 30 years old or less; and <br />3. A cash award and incentive program is established by the licensee, to <br />award employees who catch underage drinkers, and a penalty program is <br />established to punish employees in the event of a failed compliance check. <br />One of the Off -Sale Liquor Licensees has expressed concern about the City's ability to <br />enforce these three provisions. In discussing this issue with the licensee, I indicated that <br />it may not be possible to ensure total, substantiated compliance, but the City would make <br />its best effort to do so. Staff suggests the following options for ensuring compliance with <br />each provision: <br />1. In processing Off-Sale license renewals, applicants would be required to <br />submit an employee listing (Workers Comp reports required by the State may be <br />an option to ensure accuracy), along with documentation that each employee has <br />successfully completed vendor training. It is my understanding that vendor <br />training consists of employees watching a video tape and then completing a <br />written test. Therefore, the training documentation might be a copy of individual <br />employee tests with test scores. <br />Given that the City of Shoreview offers a liquor license discount if employees <br />receive vendor training, I contacted them to determine their verification practices. <br />As part of the liquor license renewal process, Shoreview requires the license <br />holder to complete a supplemental form requesting the discount and attach an <br />employee listing along with training test scores. This is done only at license <br />renewal and there is no additional verification during the year. License holders <br />are taken at their word that the information provided is accurate and complete. <br />(See form and email attached from Terri Hoffard, Shoreview Deputy Clerk.) <br />2. Posting requirement - compliance easily verified by City staff through <br />physical inspection of liquor store. <br />3. The City could require a written outline of the cash award and incentive <br />program, as well as a copy of reward checks issued to individual employees upon <br />successful compliance check. If there is a compliance check failure, the licensee <br />could be required to inform the City of the punishment that is rendered against the <br />employee.
