garbage dumpster enclosures which were built into the site planning for the project. It <br />would appear to be inconsistent with the intent of the district, as well as inconsistent <br />with the City's routine zoning standards, to provide for outdoor dumpster storage on an <br />ongoing basis. Since PUD projects are required to demonstrate how such projects <br />represent upgraded design, approval of outdoor storage of dumpsters in opposition to <br />ordinance standards would seem to require significant upgrades in other areas. <br />Item 5 — Make the front yard gazebo display permanent, rather than seasonal. <br />Planning staff continues to believe that outdoor display is inconsistent with the intent of <br />the district as a office - warehouse development. To the extent that retail activities occur <br />on the site in such areas, they are typically conducted within the buildings as a part of <br />the showroom aspect of the business. It would not appear compatible with the intent of <br />this zoning district to begin an allowance for outdoor display of retail goods, even <br />though this particular display is likely to generate only a lower volume of traffic. <br />Summary and Recommendation <br />The purpose of the development district in which the applicant's building is located was <br />to provide for a high - quality office and office - warehouse project area, The addition of <br />new outdoor display, outdoor storage, and retail /service uses to the site appear to be <br />inconsistent with the intent of the district. As such, planning staff recommends denial of <br />the requests for permanent outdoor display, outdoor storage of display trailers, outdoor <br />storage of dumpsters, and a PUD Permit for the Health and Wellness business as a <br />retail /service use (Items 1,2,4 and 5). The following findings would support these <br />recommendations: <br />• The introduction of a retail /service use into the area would generate consumer retail <br />traffic that the development was not designed to accommodate. <br />• The additional storage space would occupy parking spaces that were programmed <br />to serve potential office occupancy of the building, and would not be available if the <br />building use changes to a more intense use. <br />• The outdoor display of retail goods is not consistent with purpose of the district as a <br />site for office and office - warehouse uses. <br />• The outdoor storage of display trailers is not consistent with the purpose of the PUD <br />District as a higher quality office- warehouse development. <br />• The outdoor storage of dumpsters is not consistent with the purpose of the PUD <br />District as a higher quality office - warehouse development. <br />• The permanent display of the gazebo would occupy parking spaces assigned to the <br />building based on the zoning ordinance, and would occupy space in the front yard <br />area which is inconsistent with the purpose and aesthetic objectives of the district. <br />4 <br />10 <br />
