Manson <br />Since the March 12 '1i Council meeting at which the City's Personnel Policy was clarified <br />relative to overtime and compensatory time, City staff has had further discussion and has <br />done additional research of this issue. Based on this research, staff has learned that it is <br />typical that other cities manage the earning of overtime and compensatory time on a <br />"work day" basis rather than a "work week" basis. This especially comes into play for <br />public works employees relative to storm events. <br />Staff has learned that the "work day" provision has been negotiated as part of union <br />contracts with various cities' public works departments. As you know, Little Canada's <br />Public Works Department is not unionized. It should be noted that the City of Shoreview <br />does not have a unionized public works department; however, that city manages the <br />earning of overtime and compensatory time on a "work day" basis. <br />"Therefore, it is staff's recommendation that the City's Personnel Policy be amended to <br />manage the earning of overtime and compensatory time on a "work day" basis for all <br />regular City employees. It should be further noted that the provision that states sick leave <br />and vacation leave cannot be combined with hours worked would still be in play. It <br />would be managed on a "work day" basis. <br />One other recommended amendment is the addition of the provision that regular full -time <br />employees hired after April 1, 2008 would be limited to the high deductible health <br />insurance plan recently implemented by the City. <br />Should you have any questions regarding these proposed amendments, please contact me. <br />1 <br />
