MINUTES <br />PLANNING COMMISSION <br />APRIL 10, 2008 <br />ZONING <br />CODE <br />AMENDMENT - <br />I -1 DISTRICT <br />Lorraine Palmer, Oakmont Condominiums, indicated that there was an error <br />with the east property line between St. Jude Medical and the Oakmont <br />Condominiums. Palmer provided some history about the vacation of <br />Jackson Street that occurred in the 1980's and indicated that 30 feet of the <br />street was to accrue to the Oakmont Condominium property. Palmer stated <br />that the survey submitted by St. Jude Medical was in error. <br />The City Planner reviewed the property being platted, and noted that the <br />Jackson Street right -of -way shown at the northeast corner of the plat is <br />actually an additional 30 feet of right -of -way that St. Jude is dedicating as a <br />part of this plat. The result is Jackson Street at the northeast corner of this <br />plat will now have a 60 -foot right -of -way. He explained where Jackson <br />Street had existed to the south prior to the vacation occurring. He noted that <br />the 30 feet of vacated right -of -way was properly transferred to the Oakmont <br />Condominium property. <br />Palmer expressed concern with the impact on landscaping adjacent to the <br />Oakmont Condominiums that occurred at the time the vacation occurred. <br />Knudsen noted that St. Jude Medical did submit a landscape plan as part of <br />their PUD approvals. The City Planner indicated that it was St. Jude's <br />intent to leave most of this area natural. The Planner also suggested that the <br />City Engineer review the survey submitted to verify that it is correct. <br />There was no one else present wishing to comment on this matter. <br />Duray recommended approval of the St. Jude Medical Corporate Campus <br />Final Plat subject to compliance with the recommendations of the City <br />Planner and the City Engineer and recommending that the City Engineer <br />review the survey to ensure its accuracy. <br />Motion seconded by Pechmann. <br />Motion carried 6 — 0. <br />The City Planner reported that the City has been working on updating <br />its entire Zoning and Subdivision Codes. As part of the Code reviews, <br />a great deal of attention has been given to the Light- Industrial (I -1) <br />District, particularly with regards to outdoor storage. The Planner noted <br />that the City Council and the Planning Commission held several workshop <br />meetings, some of which included Ryan Industrial Park property owners, in <br />its review of I -1 Zoning Standards. The Planner noted that the result of this <br />review is the proposed ordinance draft being considered this evening. He <br />noted that one additional change was added to the ordinance draft since the <br />last workshop meeting. At that last meeting there was discussion relative to <br />limiting the number of major auto repair licenses. Concern was expressed <br />-2- <br />
