This street alignment would have <br />impacted trees as well as required power pole relocation. <br />Allan noted that the mill and overlay option will raise the height of the <br />street, thus there will be more water ponding. Allan noted that while rain <br />water gardens may not be required under this option, she asked if the City <br />could install them anyway. The City Engineer replied that given there will <br />be less than one acre of disturbance, a Watershed permit will not be <br />required. However, the City could still install the gardens. Allan felt that <br />the rain water gardens should be installed to help with drainage. <br />Allan asked if Suburban Auto had access to Condit Street. The City <br />Administrator indicated that one was recently added to provide access to <br />their trash containers. <br />The City Administrator suggested that in addition to the two options <br />outlined by the City Engineer this evening, the urban reconstruction could <br />still be considered. Allan asked the expected street Life under each option. <br />The City Engineer indicated that that was difficult to estimate, but pointed <br />out that the current street has lasted for quite a long time. He indicated <br />that the urban section would last the longest given there is curb and gutter <br />to protect the street edges, with the rural section having the next longest <br />life expectancy, and the mill and overlay the least. The Engineer <br />suggested that with good soil conditions it is possible for the mill and <br />overlay to last 15 to 20 years. <br />Blesener asked the current street width. The Engineer stated that most of <br />the street is 21 feet wide with some sections wider. An improvement <br />would provide for uniform street width. <br />Marcel Zoch indicated that he liked the rural section proposed this evening <br />provided there is no impact to his trees. <br />Steve Poindexter, The House, pointed out that The House has no access to <br />Condit Street, therefore, objected to a commercial assessment rate for this <br />property. The City Administrator indicated that the commercial properties <br />that are prohibited from accessing Condit Street are proposed to be <br />assessed at the residential rate, i.e. the Biagini properties. The <br />Administrator stated that he was not aware that there was such a <br />prohibition on The House property. He noted that Suburban Auto just <br />recently added an access to Condit Street. The Administrator pointed out <br />that any changes of properties from the commercial rate to the residential <br />rate will increase the residential rate given that the project is 100% <br />assessed. <br />3 <br />10 <br />
