MINUTES <br />CITY COUNCIL <br />APRIL 28, 2008 <br />John Grant pointed out that the urban section previously proposed was <br />proposed to be assessed at only about $1,000 higher for his property. <br />Grant stated that for an additional $1,000 he would prefer to have concrete <br />curb and gutter. He asked if the urban section could be constructed at a <br />24 -foot width, fitting the street in to existing conditions so as not to impact <br />trees. Grant noted that not only will the street last longer, but drainage <br />will be improved as well. <br />The City Engineer indicated that the big difference from the urban section <br />proposed in January has to do with street alignment which involved <br />shifting the road to the west as well as the 28 -foot pavement width. The <br />City Administrator noted that the proposal was to straighten and shift the <br />road within the right -of -way to the west somewhat to provide for snow <br />storage on the east side. <br />The City Engineer noted the staking that was done in January to reflect the <br />proposed improvement at that time. However, there was some confusion <br />whether the street was staked based on a 24 or 28 -foot pavement width. <br />The City Engineer stated that he would have to verify the figure. <br />The Administrator asked if the western pavement edge in front of the Zoch <br />property was held, how much room would there be in the east right-of- <br />way for snow storage and utilities. The Engineer estimated between three <br />and four feet. <br />Blesener suggested that the western pavement edge adjacent to the Zoch <br />property be held at its current point and that the pavement width be 24 -feet <br />in this area. This will result in the trees being saved and negate the need <br />to move power poles. Blesener suggested that wider pavement widths <br />may be a possibility along the rest of the street. The Engineer noted that a <br />standard 24 -foot pavement width will result in a widening of some areas <br />of the street given portions are only 21 -feet in width. In some cases <br />adding 3 or 4 feet of width to the west will result in power poles having to <br />be moved. <br />Grant pointed out that moving power poles will impact trees; therefore, it <br />was his position that the power lines should be buried. Grant also stated <br />that the staking the Engineer did was for a 28 foot pavement width so that <br />the neighbors could see the worst -case scenario. <br />Nancy Walstead, Yorkton Ridge, stated that her concern was with <br />visibility at the Burke Lane intersection. It was noted that this portion of <br />the road is not proposed to be improved at this time. The Public Works <br />Superintendent indicated that he will look at the intersection and <br />determine if there are improvements, such as signage, tree trimming, etc., <br />that could be made. <br />4 <br />11 <br />
