MINUTES <br />CITY COUNCIL <br />JANUARY 27, 1999 <br />RESOLUTION NO. 99 -1 -25 — INSTRUCTING THE CITY <br />ATTORNEY AND CITY ADMINISTRATOR TO PREPARE AN <br />INTERIM USE ZONING ORDINANCE TO ADDRESS THE <br />OPERATION OFA STOCKPILING /RECYCLING CENTER <br />AND BRING THIS ORDINANCE BACK TO THE COUNCIL <br />FOR REVIEW PRIOR TO BEGINNING THE FORMAL <br />PROCESS FOR ADOPTION OF THIS ZONING DISTRICT <br />The foregoing resolution was duly seconded by Fahey. <br />Ayes (4) Morelan, Fahey, Pedersen, LaValle. <br />Nays (1) Scalze. Resolution declared adopted. <br />RECESS At this point in the meeting, 9:20 P.M., the Council took a short <br />recess. The meeting was reconvened at 9:27 P.M. <br />COMPRE- The: City Planner presented the Council with the City's updated <br />I.IENSIVE Comprehensive Plan which has been submitted to the Metropo- <br />PLAN than Council for review and comment. The Met Council has <br />indicated that they will commence their review once they receive <br />comments from surrounding communities. Once the Met Council <br />comments are received, the Comp Plan will again be presented to <br />the Council for formal review. <br />PUBLICATION The Council reviewed the information submitted by City staff <br />OF COUNCIL relative to the publication of Council meeting minutes. It was <br />MINUTES noted that of the cities surveyed, Vadnais Heights is the only other <br />city; publishing minutes. Fahey indicated that he reading of the <br />State Statute is that if the City does not publish minutes, it must <br />provide copies to property owners requesting them at the City's <br />cost. <br />The Council reviewed the cost estimate for publication of a <br />summary of minutes in the City's legal newspaper. It was noted <br />that it would be less expensive to publish the full minutes since the <br />Legal newspaper provides a flat rate for the full minutes, but would <br />charge its legal rate for minutes in summary form. <br />Pedersen suggested that the newspaper publish the summary <br />minutes at no cost given that they contain newsworthy information. <br />Pedersen pointed out that the newspaper publishes crime <br />information, and felt Council action items were more important <br />than crime statistics. <br />18 <br />27 <br />
