MINUTES
CITY COUNCIL
MARCH 10, 1999
With regard to dust control, Frattalone explained that the application of
water during the crushing operation helps to control dust. In researching
this method, Frattalone indicated that the use of two half -inch hoses
should be adequate to control dust. However, if more are necessary, that
will be done.
Frattalone indicated that the use of the west gate would continue in "as
needed" situation. Trucks using this gate are empty and will not travel
through Ryan Industrial Park, but will go directly to Country Drive.
Frattalone further reported that the consensus of the neighbors was that a
l0 -year license /permit should be issued. After that time, another
assessment of the property and operation could be made to consider the
continuation of the business.
Frattalone indicated that after the meeting was held, a draft of this
February 17th letter was sent to the affected property owners for their
comments prior to its submission to the City. The contents of the letter
were found to be acceptable by the property owners.
Morelan asked if Frattalone was willing to put these conditions into a
Development Agreement with the City. Frattalone replied that he was.
Frattalone explained that in the past there have been some problems with
dust control during the crushing operation. However, this is being better
policed and more water is being placed on the recycle piles during the
crushing process.
It was noted that in the past the owners of the glass company have had
concerns about dust. Chuck Cloutier, owner of the glass company,
indicated that he is in support of the Frattalone proposal.
Pedersen asked how Levitz feels about the recycling operation. Mark
Hanson, Fra -Dor, indicated that this matter has been discussed with the
Levitz management, and they indicated no problem with the recycling
business.
Scalze pointed out the discussion at Frattalone's meeting that the 10 cents
per ton fee the City is considering be collected from Fra -Dor would be
used for improvements in Ryan Industrial Park. Scalze asked the feelings
of the adjacent property owners if this fee is not earmarked for Ryan
Industrial Park.
2
33
