MINUTES
CITY COUNCIL
APRIL 27, 1999
I -2 District unless the plan was to immediately rezone the property upon
termination of the interim use. The Planner suggested that the I -2 District
which provides for stockpiling and/or recycling as an interim use would
provide the City control in avoiding the interim use being applied for on
other sites in the City.
Morelan stated that his thought would be that the City would rezone the
property. But if not, he did not want to discourage developers from
purchasing the property.
The City Planner felt the 1 -2 District would not discourage someone from
purchasing the property given the permitted uses allowed in this district.
Scalze stated that the City does not want the interim use to continue
forever and indicated that she assumed the property would be rezoned
once the interim use ceases.
Fahey agreed that including higher uses as permitted uses in the 1 -2
District now would avoid putting property owners through the rezoning
process unnecessarily. Morelan agreed unless the goal would be to force a
rezoning of the property. Morelan asked if the goal would be to force the
property owner to request a rezoning to eliminate the possibility of the
property's continued use for stockpiling and recycling.
The Planner noted that under the proposed 1 -2 District, if the stockpiling
and recycling goes away, the permitted uses are all B -W District permitted
uses, laboratories, and the manufacturing, compounding, assembly,
packaging, treatment, or storage of products and materials.
Mr. LaVaile introduced the following ordinance and moved its adoption:
ORDINANCE NO. 485 — AN ORDINANCE AMENDING SECTION
900 OF THE LITTLE CANADA CITY CODE, KNOWN AS THE
ZONING ORDINANCE, BY PROVIDING FOR A SECOND
INDUSTRIAL DISTRICT (I -2) THAT INCLUDES AGGREGATE
MATERIALS RECYCLING AND STOCKPILING AS AN INTERIM
USE
The foregoing ordinance was duly seconded by Pedersen.
Ayes (4) LaValle, Pedersen, Fahey, Morelan.
Nays (1) Scalze.
