Hanson <br />www.ci.little- canada. mn. us <br />MEMORANDUM <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: May 23, 2008 <br />REr Acquisition of Manufactured Homes at Lots C & 0, Terrace Heights <br />Two owners of manufactured homes in the Terrace Heights community have contacted me regarding the <br />city's interest in acquiring their property. Voluntary sales are the preferred approach for governmental <br />acquisition and we should attempt to take advantage of these opportunities. To do, I am recommending <br />we enter into contingent purchase agreements with the owners of these units. One contingencies would <br />consist of the purchase price to be paid being based upon an appraisal of the unit. (An alternative to this <br />option would be to use the personal property values set by the Ramsey County Assessor's office if <br />mutually agreeable to the owners.) The second contingency would be based upon our ability to enter <br />into a land exchange agreement with the owners of Terrace I- Ieights that would outline each parties <br />responsibilities in this transaction. <br />These contingent agreements would give the owners of the two units some expectation that the City will <br />attempt to purchase their units while still giving us some time to finalize the details of our transaction <br />with Terrace Heights. If the Council concurs, I will draft the necessary documents and proceed with the <br />appraisals of the two units. (I'm expecting the appraisals to run about $350 each.) <br />
