as measured from the ground on which it is located. The site plan does <br />not detail the layout of the storage. <br />9. The storage area shall be fenced and fully screened from adjoining non- <br />industrial property, park and trail areas, and public right of way. Where <br />properly fenced and screened, outdoor storage may encroach into the <br />required side or rear yard setback area. It appears that existing <br />landscaping and the existing building will screen the storage area shown <br />on the site plan. The storage area is barely visible from the street due to <br />the shape of the property. <br />10. Screening shall consist of masonry walls or fencing constructed of wood <br />or vinyl, as well as landscaping. Metal fencing may be used where <br />landscaping provides a complete year -round screen and is irrigated to <br />ensure survivability in compliance with Section 903.020.F (Fence <br />section). The screening is provided primarily by the building, a portion <br />of the landscaping, and, as noted above, the shape of the property. <br />11. Waste or recyclable material shall be contained in a refuse container. All <br />such containers shall be stored within a screened enclosure within the rear <br />yard of the property. The site plan does not detail the location of waste <br />containers — this requirement shall be a condition of approval. <br />12. The storage area shall be paved with asphalt, concrete, or other material <br />approved by the City Council. This condition is met for the first area of <br />the site. The remainder of the property is unpaved. <br />13. The storage area shall not occupy any space required for conformity to the <br />parking regulations of the Zoning Ordinance. There is a small parking <br />area to be provided in front of the building. Additional parking can be <br />accommodated within the fenced in area on existing pavement. The <br />applicant should identify parking needs for the use, since the building <br />size would indicate a parking requirement of approximately 11 -12 <br />spaces. <br />14. The property, including buildings and exterior site areas, shall comply <br />with all applicable fire codes. The fire chief should comment on <br />compliance with this regulation. <br />15. All lighting shall be hooded and so directed that the light source shall not <br />be visible from the public right -of -way or from neighboring residential <br />uses, and shall be in compliance with Section 903.020.I of the Zoning <br />Ordinance. The site plan does not detail the layout of the site lighting — <br />this requirement shall be a condition of any approval. <br />16. All other provisions and requirements as deemed necessary by the City <br />Council. <br />17. The applicant complies with the provisions of Section 921 of the Zoning <br />Ordinance. <br />As noted, the applicant is also seeking approval to permit a portion of the site area to be <br />utilized as off -site outdoor storage for Quality Contracting. The requirements of this <br />Interim Use Permit are identified below: <br />A. Off Site Outdoor Storage [as an Interim Use], provided that: <br />1. Off -Site Outdoor Storage shall require a license in addition to any other <br />business or outdoor storage license required by the City. The applicant <br />(Rossow) and the operator (Quality Contracting) would each need a license <br />for the IUP. <br />
