Hanson <br />City staff met yesterday with Lee Rossow, the property owner of 3164 Ryan Lane, at his 3164 <br />Ryan Lane site to conduct an inspection and discuss further the new users /uses of this property. I <br />have attached pictures of what staff witnessed on the site. Listed below are several additional <br />items for the consideration in reviewing the Conditional Use Permit request for 3164 Ryan Lane: <br />• Quality Restoration and Auto Rescue have both started to occupy the outdoor storage <br />prior to the CUP being issued. <br />• Auto Rescue is a recovery and towing company. They do both repossession of vehicles <br />and towing for contracted customers. <br />• Vehicles maybe in a various states of disrepair. Staff witnessed degrees of disrepair <br />from vehicles with minor accident damage to vehicles that consist of a clip of a car in two <br />pieces. <br />• It was explained to staff that the cars that are repossessed could be on the property for 1 -2 <br />days before they are turned back over to the lender. It is staff's understanding these <br />vehicles are usually licensed and operable. <br />• It is staff's understanding that the towed vehicles are towed for various reasons — parking <br />violations, mechanical failure, car accidents, etc. These cars could remain on the <br />property for up to 90 days while the owner and /or insurance company reviews further. <br />These are the vehicles that may or may not be damaged. <br />• Auto Recovery had roughly 35 cars stored outside during yesterday's inspection. It was <br />noted based on their work flow there could be less or far more cars on the site. <br />• It is staff's opinion that the space designated to Auto Recovery could possibly hold up to <br />200 cars with 10 -foot drive aisles maintained. <br />• The current screening on site is chain link with slats. A building permit was pulled for <br />this fence a little over a month ago. However, current code would require wood or chain <br />link with landscaping.
