tIS11IHG - ASSO(I111TES Memo TO: Mayor Blesener & Members of the City Council FROM: Lee Elfering, City Engineer DATE: October 21, 2011 RE: 2012 Street & Utility Improvements Project As part of the proposed 2012 budget the City Is looking at improving several street segments to keep up with the ongoing street maintenance program. The improvement options vary from rehabilitation by mill and overlay to full street reconstruction. A list of the streets that are being considered for improvement are provided below: Park Street (County Road C to south end) Rosewood Drive (County Road C to south end) Spruce Street (Country Drive to railroad) Spruce Street (County Road C to south end) Sylvan Street (County Road C to south end) Based on past history we do not anticipate every street in the above list will move forward into the project stage and other streets that may then be reviewed for addition include. Vanderbie Road (Labore Road to Allen) Demont Avenue (Savage Lane to McMenemy) Morrision Street (Demont to south end) As with all the previous street improvement projects, a portion of the project cost would be assessed in accordance with the City's assessment policy to the adjacent benefiting properties. The City would be responsible for any difference between the total project cost and the assessable value. The assessing of public improvements requires that the Minnesota Statutes Chapter 429 process for local improvements be followed. A required step in this process is the preparation of a feasibility study to ensure that the project is necessary, cost effective, and feasible from an engineering standpoint. Therefore at this time we are requesting that the City Council authorize preparation of a feasibility study for the 2012 Street Improvements Project. The pavement on Spruce Street has advanced beyond a simple rehabilitation by mill and overlay and the street is currently not up to the City's urban standard. Those two factors have put the street in the reconstruction category of recommended improvement, which typically involves reconstruction of the entire street section from the subgrade up and is estimated at around $650,000. However, the street has held up relatively well given the amount of heavy traffic it carries.
