utilized as part of the improvement or if a full reconstruction is the only effective means
of improvement. A review of the storm sewer would also be completed to determine if
options exist for alleviating some of the flooding issues on the south end of the street
without negatively impacting downstream systems. Lastly a determination will be made
if the improvement could be delayed until after the completion of the Rice Street Bridge
project and be incorporated with the improvement of Country Drive.
As with all the street improvement projects over the last few years a public informational
meeting would be held with abutting property owners to discuss the proposed
improvements and receive input. We would also like to request authorization to conduct
these public informational meetings in order to include the information in the feasibility
report.
The City is also looking at the improvement of several public parking lots as part of next
years street project. The Spooner Park upper parking lot by the ball field is proposed to
be fully reconstructed and brought up to City standards including perimeter curb. This
lot is utilized by the school, but lies completely within the City's property. We anticipate
discussing cost sharing of the project with the school district. The New Fire Hall upper
lot is proposed to be rehabilitated by mill and overlay with minor spot corrections. The
west parking lot in Pioneer Park is being reviewed for the most cost effective
maintenance improvement. While there is significant deterioration of the lot in some
areas, other areas of the lot are in relatively good condition. It is estimated a full
reconstruction of the parking lot would cost in the neighborhood of $180,000 and lesser
alternatives are being reviewed to extend the life of the lot more cost effectively.
If you have any questions please feel free to call me at 763- 780 -0450 Ext. 3.
10062 Flanders Court NE - Blaine, MN 55449 - (763) 760-0450 fax (763) 205.2341
Z:\PROJ \120155E -2012 guest Improvements \0030 \Memo - 102111 -CC -Into Meeting Authorizalion.doc
