MINUTES <br />PLANNING COMMISSION <br />JUNE 12, 2008 <br />Fischer described the businesses in each space: <br />3176 Ryan Lane will be occupied by MN Fugitive Recovery. This <br />business tows in vehicles and stores them for a day or two. There will be no <br />repair work of vehicles. Fischer noted that in meeting with the Fire <br />Marshal, the agreement was that vehicles could be stored at the back of the <br />property three deep and four across. <br />3178 Ryan Lane will be occupied by Tacheny Roofing. Fischer noted that <br />this is not their main location. This site will be used for dumpster storage. <br />Tacheny has approximately 6 to 8 15 -yard dumpsters that will be stored on <br />the site. These dumpsters are brought to job sites, emptied, and brought <br />back for storage. They also have a truck, which is usually parked inside <br />during the evening hours. Pechmann asked if the dumpsters will be empty. <br />Fischer reported that that is what he has been told. Fischer indicated that he <br />informed Tacheny Roofing that he did not want full dumpsters stored on the <br />property. <br />3180 Ryan Lane is occupied by Modern Fence, and they have been in this <br />location for the past 10 to 12 years. Their storage will consist of fencing <br />materials which are stored off the ground on pallets or on steel platforms. <br />They also have a truck, bobcat, and cement mixer. <br />Fischer reported that he will be bringing in some additional Class VI <br />materials to resolve some drainage problems. Duray asked if Class VI was <br />an acceptable surfacing material. The Planner indicated that past practice <br />has been to allow the use of Class V or VI given the soil conditions in Ryan <br />Industrial park. Fischer reported that the water table is approximately 2 to 2 <br />1/2 feet below the ground. Given the soil conditions, blacktop would not last <br />on this property. He noted that every few years he has to have Class VI <br />brought in to make corrections. Fisher noted that Class VI is highway <br />standard materials. <br />Duray asked if there will be any storage containers or semi trailers on the <br />property. Fischer reported that there will not. He indicated that he does not <br />allow them because what typically happens is that a renter leaves and leaves <br />the semi trailer and then he would be stuck with getting rid of it. <br />Barraclough asked if the dumpsters were considered to be storage <br />containers. The City Planner replied that they were not classified as the <br />storage containers referenced in the Code, which are used for on -site <br />storage. The dumpsters are not storage devices and are stored empty on the <br />property until needed at a job site. <br />Barraclough asked about lighting. The Planner indicated that the plan <br />shows a light in front of the building and one in back. That meets the Code <br />-2- <br />
