Streetlight Installations: <br />In January, staff surveyed the city to find potential locations that fit the City's streetlight policy but did <br />not have a streetlight. This listing has been included for your reference (Attachment A). The listing <br />is somewhat subjective and can be modified if some locations seem more important than others. This <br />is basically a starting point for dialogue. <br />If it is determined that lights should be installed in some of these locations, a letter will be sent to <br />residents in the area with a survey as to their support for light installation. If necessary, we can hold <br />neighborhood meetings to address any concerns or differences of opinion. <br />There are also a few locations in the City where lights could be removed or relocated. In those cases, a <br />letter explaining why the light is proposed to be removed would be sent to affected residents and a <br />meeting could be held to further review the recommendation. <br />EGA funds were proposed to fund the installation of high priority lights. Installation costs very <br />dramatically by location and are dependent on a number of factors. Energy costs per fixture per month <br />can also vary quite a bit depending on how the initial installation is handled (City costs vs. Xcel costs) <br />Staff would like some direction from the Council on how to proceed with this project. <br />Public Works Garage — Precision Tree Site: <br />Precision Tree has approached us about our interest in purchasing their property for Public Works. <br />They are considering selling the property due to various reasons. The building is 4,800 square feet in <br />size and would require an addition for our utilization. The parcel is 2.62 acres in size. The County's <br />estimated marked value for pay 2009 is $723,900 with a breakout of $569,800 for land and $154,100 <br />for the building. I assume they will want more than that for the property, but it may be worth <br />evaluating given the size of the site. The biggest challenge I see is the ability to screen any outdoor <br />storage we would have given the residential uses that sit above the site. (Outdoor storage would be <br />permissible if we rezone the site to "Public ".) A site plan is attached for your review. (Attachment <br />B) <br />Requests for Extension of Plat Approvals: <br />As you are aware, the City currently has three plats in various stages of approval. These are: <br />Canadian Woods <br />Granted an extension to file for Final Plat approval until 6/30/09; <br />Richie Place <br />Granted an extension to file for Final Plat approval until 11/12/08; <br />Whispering Pines <br />Granted an extension to record the Final Plat until 6 /5/09. <br />Mayor Blesener has suggested that the Council discuss whether or not it wants to continue the practice <br />of granting these types of extensions at the request of the developer. He pointed out the recent Zoning <br />Code amendments that these plats are not subject to. If there is the consensus to seek compliance with <br />these Codes, then extensions should not be granted. At that point, if the developer cannot comply with <br />timelines, approvals lapse and the platting process would start over.
