Lighting. The applicant has not provided a photometric plan. Our office does not <br />anticipate much change in regards to lighting from what previously existed. All lighting <br />must be hooded. If the applicant is proposing any new lighting around the cardboard <br />compactor /trash enclosure area, our office would recommend a photometric plan be <br />submitted for City review. <br />Noise. As previously noted, our office has some concern regarding possible noise <br />issues with the cardboard compactor. The City may consider requiring that this be <br />accomplished internally. <br />Gas Tank. The project includes the removal of existing gas tank pumps. MPCA and <br />any other permitting required are to be received and abided by. <br />Signage. The applicant has not submitted any signage plans for new freestanding <br />signage. As such, our office is anticipating the applicant plans to utilize existing <br />freestanding signage. The proposed wall signage appears consistent with the <br />ordinance requirements for signage. <br />Building Design. The City has architectural guidelines that apply to all commercial <br />development within the City. Our office has reviewed the guidelines and provide the <br />following comments: <br />■ Architectural plans submitted to the City should include elevations of all exposed <br />sides. The proposed elevations should include the trash enclosure and retaining <br />wall. <br />■ The building height does vary in scale as suggested in the architectural <br />guidelines. <br />As a franchise, CVS has a design and layout that they prefer to use. The proposed <br />building is generally consistent with the architectural standards of the Ordinance. As a <br />condition of approval, our office would suggest the yellow be lightened to more of a <br />beige appearance, so as not to stand out. <br />Grading and Utilities. As previously noted, the project includes the removal of <br />storm sewer and other utilities. A utility easement needs to be vacated and a new <br />easement created. The final grading and drainage plans are subject to City Engineer <br />approval. <br />RECOMMENDATION <br />The proposed project is generally consistent with the Comprehensive Plan, the <br />architectural design guidelines, and the zoning Ordinance. As such, our office <br />recommends approval of the preliminary plat, PUD amendment, and building plan <br />review, subject to the following conditions: <br />1. All proposed improvements must take place on the applicant's property unless <br />the applicant obtains a signed access easement from the neighboring property <br />4 <br />
