Hanson <br />www.cilittle-canadann.us <br />MEMORANDUM <br />TO: Mayor Blesener & Members of City Council <br />FROM: Bill Dircks, Public Works Superintendent <br />DATE: June 8, 2007 <br />RE: Fill Permit for Joe Peters <br />Mr. Joe Peters owns the building at 3020 Centerville Rd. He is proposing to purchase the <br />property directly south of his parcel on the northeast corner of Centerville Rd. and Allen <br />Ave. He does not plan to develop the site at the time being, but has an opportunity to get <br />the fill necessary to level the site from the Highway 36 project. Because of the potential <br />to acquire the dirt at a good rate Mr. Peters has applied for a fill permit so that he can <br />begin filling and grading the site while the dirt is available. <br />Mr. Peters is proposing to bring in approximately 1500 yards of fill in order to bring the <br />site up to the proper grade for future development. His plan is to scrape all of the black <br />dirt into a pile and move it off to the side. He will then bring in the fill dirt and grade the <br />site. Following that he will spread the existing black dirt back over the site and re- <br />establish growth to prevent erosion. The site grade will match the grade of his site at <br />3020 Centerville; with drainage flowing to the east and entering a swale at the east <br />property line and flowing north to MN /Dot right-of-way. <br />The City Engineer and I met with Mr. Peters at the site and discussed his plan. The <br />Engineer and I have no objections to the proposed fill permit and would recommend that <br />the permit be approved with the stipulation that the proper erosion control measures are <br />taken. I have included a copy of the information Mr. Peters provided the engineer and <br />me with explaining the proposed work. It should also be noted that the proposed site is <br />under an acre and does not require a permit from the Watershed District at this time. Mr. <br />Peters was informed that when he does develop the site he will have to treat the storm <br />water according to the proposed rules the City will be adopting in the near future as part <br />of its storm water ordinance. <br />
