NORTHWEST ASSOCIATED CONSULTANTS, INC. <br />4800 Olson Memorial Highway, Suite 202, Golden Valley, MN 55422 <br />Telephone: 763.231 .2555 Facsimile: 763.231.2561 planners @nacplanning.com <br />MEMORANDUM <br />TO: Mayor Blesener and Little Canada City Council <br />Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: April 12, 2007 <br />RE: Little Canada — Valor Enterprises <br />FILE NO: 758.09 — 07.02 <br />Background and Analysis <br />This report is intended to update information from the previous staff report, dated <br />January 5, 2007 in regard to Valor's request for Conditional Use Permits for retail motor <br />vehicle sales lot and outdoor storage, and an amendment to the Zoning Ordinance <br />increasing the number of outdoor motor vehicle sales licenses from four to five. <br />To supplement the original report, staff has prepared a summary of the Zoning <br />Ordinance standards for review of Conditional Use Permits and Text Amendments. <br />Those requirements, and a summary of the applicant's compliance with each, is <br />included below. The original staff report reviews the specific requirements that apply to <br />CUP requests for motor vehicle sales and outdoor storage. <br />Zoning Ordinance Section 921.010 <br />C. The Planning Commission shall consider possible adverse affects to the proposed <br />amendment or conditional use. Its judgment shall be based upon (but not limited <br />to) the following factors: <br />1. The applicant shall demonstrate by clear and convincing evidence that the <br />proposed action has been considered in relation to the specific policies and <br />provisions of and has been found to be consistent with the official City <br />Comprehensive Land Use Plan. <br />2. The applicant shall demonstrate by clear and convincing evidence that the <br />proposed site is or will be compatible with present and future land uses of the <br />area. <br />
