tISCRING & - ASSOCIATES TI UURTA Memo TO: Honorable Mayor and City Council Members FROM: Lee Elfering, City Engineer DATE: April 17, 2007 RE: Municipal State Aid Street System Adjustments As you are aware the City is proceeding with the reconstruction of Viking Drive between Rice Street and County Road B2 as part of the 2007 Street & Utility Improvement project. One of the funding sources anticipated for use is the City's Municipal State Aid (MSA) fund. This fund is a City account that can only be used for improvements on designated MSA streets. The City's Municipal State Aid (MSA) System consists of a network of local streets throughout the City. The City is responsible for designating its own MSA system within guidelines provided by MnDOT. Viking Drive is currently designated as a MSA route from Rice Street to County Road B2. To allow the expenditure of MSA funds for the realignment of Viking Drive the City is required to modify its MSA system by un- designating the portion of Viking Drive that is being abandoned and designating the realigned section of Viking Drive along with the section of Minnesota Avenue from the new intersection of Viking Drive to Rice Street. The two attached resolutions provide for this system adjustment as described above and will allow the use of MSA funds for the realignment of Viking Drive. We therefore recommend that the City Council pass the resolutions.
