In addition, according to Section 921.030, in determining the suitability of whether or not <br />the conditional use is to be allowed, the City may consider the nature of the adjoining <br />land or buildings, whether or not a similar use is already in existence and located on the <br />same premises or on other lands immediately close by, the effect upon traffic into and <br />from the premises, or on any adjoining roads, and all other factors as the City shall <br />deem a prerequisite of consideration in determining the effect of the use on the general <br />welfare, public health and safety. <br />Staff Comment: An existing McDonald's restaurant is already in existence and located <br />in the location of the new proposed McDonald's. The redevelopment is an effect of <br />attempting to re -route an adjoining road in order to improve the safety of the local traffic <br />in the area, therefore improving the general welfare, public health and safety. <br />SUMMARY /RECOMMENDATION <br />Planning staff recommends approval of the McDonalds CUP and Architectural Review, <br />subject to the following conditions: <br />1) Staff suggests increasing the vegetation located on the exterior of the property in <br />order to fully screen the parking areas by adding a continuous line of plantings a <br />minimum height of three and one -half (3%) feet along all the parking areas of the <br />west, north, and east sides of the property. <br />2) Staff suggests adding landscaped islands on the southwest and southeast <br />corners of the parking areas, consisting of at least 100 square feet of landscaped <br />surface.
