2. At the boundaries of a residential district, a strip of not less than five (5) feet <br />shall be landscaped and screened in compliance with Section 903.020, G of <br />this Ordinance. <br />The site does not abut any residential areas. <br />3. Each light standard island and all islands in the parking lot landscaped or <br />covered. <br />4. Parking areas shall be screened from view of abutting residential districts in <br />compliance with Section 903.020, G of this Ordinance. <br />The site does not abut any residential districts. <br />5. Parking areas and driveways shall be curbed with continuous curbs not less <br />than six (6) inches high above the parking lot or driveway grade. <br />6. Vehicular access points shall be limited, shall create a minimum of conflict <br />with through traffic movements, shall comply with Section 903.050 of this <br />Ordinance and shall be subject to the approval of the City Engineer. <br />7. All lighting shall be hooded and so directed that the light source is not visible <br />from the public right -of -way or from an abutting residence and shall be in <br />compliance with Section 903.020, I of this Ordinance. <br />8. The entire area shall have a drainage system which is subject to the approval <br />of the City Engineer. <br />9. The entire area other than occupied by buildings or structures or plantings <br />shall be surfaced with a material which will control dust and drainage and <br />which is subject to the approval of the City Engineer. <br />10. All signing and information or visual communication devices shall be in <br />compliance with Section 903.110 of this Ordinance. <br />11. The provisions of Section 921.010, C of this Ordinance are considered and <br />satisfactorily met. <br />Conditional Use Permit standards. According to Section 921.010, the Planning <br />Commission shall base its judgment of the proposed conditional use permit upon the <br />following factors: <br />The applicant shall demonstrate by clear and convincing evidence that: <br />1. The proposed action has been found to be consistent with the official City <br />Comprehensive Land Use Plan; <br />2. The proposed site is or will be compatible with present and future land uses of <br />the area; <br />3. The proposed use conforms with all performance standards contained herein; <br />4. The proposed use will not tend to or actually depreciate the aggregate <br />property values in the area in which the amendment or conditional use is <br />proposed; <br />5. The proposed use can be accommodated with existing public services and <br />will not overburden the City's service capacity; and <br />6. The development of the conditional use shall reflect the architectural <br />character of the buildings in the surrounding area in regard to the following: <br />a. Proportion, scale and roof line; <br />b. Architectural style; and <br />c. Exterior finish materials. <br />3 <br />
