A total of 411 parking stalls exist on the site. While this is a significant amount of stalls, <br />the number provided is 321 stalls short of the minimum requirement. <br />The applicant has submitted a narrative to request a reduction to the required number of <br />parking stalls. This narrative states, "HOM furniture has a long history of door counts <br />and traffic studies which demonstrate a need of approximately one stalls for each 600 <br />square feet of showroom space. This ratio can serve the store due to the number of <br />shoppers and the size and variety of the product." <br />The configuration requested by the applicant reduces the parking requirement for the <br />HOM furniture showroom portion of the building from 300 parking stalls to 90 stalls. The <br />applicant has stated that the parking provided for the flexible tenant space works out to <br />provide one stall for each 400 square feet of building area, as opposed to the <br />requirement broken down above. <br />Based on the size of the structure and the nature of the inventory, staff believes some <br />flexibility to the 1/200 square feet parking requirement may be appropriate. The <br />applicant has submitted a request for a Conditional Use Permit for proof of parking, to <br />reduce the number of spaces required to be constructed. However, the applicant has <br />failed to provide information to justify their one stall per 600 square feet of showroom <br />space requirement. Furthermore, the applicant has failed to show any location for proof <br />of parking on the site plan. <br />Proof of Parking. As stated above, the applicant has requested a conditional use permit <br />for proof of parking. The City Council may approve a reduction in the actual number of <br />spaces to be constructed accessory to any use by the approval of a Conditional Use <br />Permit, per the requirements of Section 921.030 of the Little Canada Zoning Ordinance. <br />A Conditional Use Permit for such a reduction shall be allowed only where an applicant <br />can demonstrate the following: <br />a. The demand for parking actually needed by the proposed use will be less than <br />90% of the requirement which applies under this Ordinance; <br />Comment: The applicant has suggested that the showroom space in the HOM furniture <br />store requires one parking stall for each 600 square feet of floor space, as opposed to <br />the one stall for each 200 square feet of floor space required by ordinance.
