b. Based upon an appropriately designed site plan the required number of spaces <br />may be constructed at some future date on the subject site in full conformance <br />with all other requirements of the City's Zoning Ordinance and Building Code; <br />Comment: The applicant has not shown any potential locations for the required number <br />of spaces to be constructed at a future date. Staff recommends that the applicant <br />revise the site plan to illustrate where these future parking stalls may be located. <br />c. The applicant and City enter into a development agreement, to be recorded <br />against the subject property, which includes a clause requiring the owner to <br />install the additional parking stalls, upon a finding by the Planning Commission <br />that such additional parking stalls are necessary to accommodate the use. <br />Comment: The development agreement shall be required as a condition of any <br />approval. <br />d. A change of use will necessitate either a new application for a "Proof of Parking" <br />Conditional Use Permit, or compliance with the applicable Zoning Ordinance <br />standard for parking. <br />The site has a large number of parking stalls, and the applicant has stated that the <br />existing parking requirement is much more restrictive than what is needed. Staff <br />recommends approval of the requested Conditional Use Permit for proof of parking, <br />provided the applicant submits a revised site plan showing potential locations for <br />additional parking and documentation to justify the one stall per 600 square of <br />showroom parking need. Said information shall be required prior to the City Council <br />meeting. <br />Signage. For buildings over 24,000 square feet, freestanding signs up to 200 square <br />feet in area and 25 feet in height may be allowed. The applicant is proposing to <br />relocate an existing pylon sign to an alternate location on the site. This existing sign is <br />52 feet in height with a face area of 200 square feet. The proposed sign exceeds the <br />maximum height requirement by 27 feet and the applicant is requesting a variance to <br />allow them to retain this existing sign. The sign will be relocated from its existing <br />location to a location adjacent to the proposed curb cut on the east side of the site. The <br />curb cut adjacent to the sign in its existing location is proposed to be closed. <br />A second electronic pylon sign is also proposed for the site. This sign is to be located in <br />the northwest corner of the site, and is proposed to be 25 feet in height with a face area <br />of 180 square feet. A text amendment has been requested to allow electronic signs <br />with a face area of up to 200 square feet. <br />Comprehensive Sign Plan. The applicant is requesting a Conditional Use Permit for a <br />Comprehensive Sign Plan consisting of a series of 13 wall signs and one pylon sign, in <br />addition to the existing pylon sign. Eight wall signs are proposed on the east elevation, <br />four are proposed on the south elevation, and three are proposed on what is also <br />identified as the east elevation. <br />4 <br />
