In the case of a shopping center or where there are two or more business uses located <br />within one structure or on one property, the approval of a conditional use permit shall be <br />required for the entire complex in accordance with an overall site plan indicating the <br />size, location and height of all signs. A maximum of 15 percent of the building silhouette <br />shall apply to the principal building where the aggregate allowable sign area is <br />distributed among the several businesses. The east and north elevations of the building <br />are both visible from Country Drive, and are therefore considered the silhouette. The <br />gross silhouette area of the east and north elevations is 25,412 square feet. In that <br />regard, the site is eligible for 3,812 square feet of signage. <br />It appears as though the applicant is proposing 4,780 square feet of signage, although <br />the elevation plan indicates 3,700 square feet. Staff has calculated the total sign area, <br />including five 320 square foot wall signs, eight 350 square foot wall signs, one 180 <br />square foot electronic pylon sign at a height of 25 feet, and one 200 square foot pylon <br />sign, at 4,960 square feet. As stated above, the maximum area for pylon signs for <br />buildings over 24,000 square feet is 200 square feet. <br />In the case of applying this conditional use permit to a complex, the complex may also <br />have two freestanding signs identifying the complex in accordance with the following: <br />1. Only one sign per street frontage. Lot shall have at least 500 feet of total street <br />frontage to be allowed two signs. <br />Comment: Two pylon signs are proposed along the Country Drive frontage. The site <br />has well over 1,000 feet of frontage on Country Drive, therefore two signs are allowed. <br />2. Identification signs may be located no closer than five feet to any street right -of- <br />way. <br />Comment: The location of the electronic pylon sign has not been illustrated on the site <br />plan. The applicant has indicated that this sign is intended to be in the northwest corner <br />of the site. As a condition of approval, this sign must meet the five foot minimum <br />setback. The new location for the existing sign meets the minimum setback. <br />3. Where more than one shopping center identification sign is to be located on such <br />property, no such sign shall be located less than 40 feet from point of intersection <br />of property lines. <br />Comment: Both signs exceed the 40 foot setback from all property line intersections. <br />To summarize, the total signage area proposed for the site greatly exceeds what is <br />allowed by Conditional Use Permit. The area proposed would require an additional <br />variance, which has been applied for at this time. It appears as though the applicant is <br />proposing a three -sided sign above the north and east entrances, each side being 350 <br />square feet in area. Staff has observed other HOM furniture stores with only one sign of <br />this size above each entrance. Staff recommends that the applicant revise their <br />comprehensive sign plan to not exceed 3,812 square feet, the maximum total signage <br />5 <br />
