Ryan Industrial Park — <br />Letters went out Friday, March 30, 2007 to all the property owners in the Ryan Industrial <br />Park. (Both those with or without CUP's) Each owner got a copy of the minutes, site <br />plan, and CUP approved for their site. The notice gives them until May 2 to bring their <br />site into full compliance. The Code Enforcement Officer and Deputy Fire Marshal will <br />start inspections May 2 and hitting each site. The notice states citations may be issued <br />immediately if violations exist. <br />Code Enforcement has heard from two property owners in the park so far. One property <br />owner on Ryan Drive stated he thought he was fine and that he did not expect us to look <br />at his site until we correct the Miesen Roofing site. CEO informed this property owner <br />there are some issues with the site and to review the information attached to the letter. <br />CEO also informed this property owner each site will be reviewed in no particular order. <br />Some receiving more attention than others. <br />The other owner was very upset about the letter and stated he was going to protest the <br />matter. <br />One problem staff foresees is the couple of properties without CUP's that have existing <br />outdoor storage. <br />Precision Tree — <br />The court date is scheduled for June 18, 2007 on citations issued for failure to comply <br />with conditions of the CUP. Staff met with the property owner on March 8, 2007. Mr. <br />Groholski was requesting staff seek feedback from the City Council on allowing <br />additional outdoor storage to the site. <br />Attached is a diagram submitted to staff by Precision Tree. In an attempt to resolve the <br />on -going issue of Precision Tree's desire to make full use of their site versus compliance <br />with the terms of their CUP, Precision is proposing the construction of an addition to <br />their building that will meet I -P zoning requirements. This will enable more indoor <br />storage of vehicles and equipment. However, it does not resolve all of the issues! Here <br />are some problems that remain: <br />1. We changed the code in the I -P district since Precision Tree was constructed in <br />2001 that limits outdoor storage to 25% of the building area. (This change took <br />effect in July of 2005.) The previous language allowed 75% of the building area <br />to be used as outdoor storage. Therefore, building an addition would not give <br />them any additional outdoor storage. They were hoping to be allowed at a <br />minimum the new "Proposed Screened Storage" area. <br />2. Wood chip storage is still problematic. Staff did tell them we would <br />broach the possibility of allowing them to have some wood chip storage on their <br />site to replace the one that we used to have on Country Drive that was <br />discontinued when MnDot bought that portion of our property. Free wood chips <br />are appreciated by our residents. Removing it from our oversight would also be a <br />time saver. We would need to do some creative text amendment in the I -1 district <br />to accommodate this. <br />3. Precision also has a desire to make more use of the site.
