delinquent account. A penalty in the amount of ten percent (10 %) of the unpaid balance shall be <br />added to each delinquent account. Any pre - payment or overpayment of charges may be retained by <br />the City and applied on subsequent quarterly statements. <br />(BD) Collection of Unpaid Amounts. If such charge for .,crvicc is not paid within thirty <br />the amount owing for the previous billing period added to the charge by the contracted hauler(s). <br />Once annually, notice shall be provided to all account holders and owners with a delinquent balance <br />notifying them of the delinquency. If the delinquent accounts remain unpaid after the date specified <br />on the notice, a Twenty -five Dollar ($25.00) administrative charge shall be assessed on these <br />delinquent accounts, and this fee along with the delinquent refuse charges, including penalties, shall <br />be certified by the City Council to the Ramsey County Department of Property Taxes for collection <br />with taxes due against said premises. Future changes to the administrative charge shall be made by <br />Council resolution. <br />(GE) Exemptions to Service. Exemptions will be allowed to the organized mixed municipal <br />solid waste collection program in the following situations. <br />(1) Residents who own and oper -ate a business or a rental property that is <br />located within 25 miles of the City of Little Canada within the City of <br />Little Canada._ The business property must have a -vat refuse collection <br />that the Little Canada residents is are paying for and using for theIr-his /her <br />own residential refuse. The rental property must have at a minimum a two <br />(2) yard container for disposal service. <br />(2) Residents who own a business, but leases the business space. In this case, <br />the resident must provide the City with written permission from the <br />property owner that they are allowed to dispose of their residential refuse <br />at that location or provide evidence that they are paying for refuse service <br />directly with a refuse hauler. A resident shall apply for this exemption at <br />the Little Canada City Center. The resident will be required to show proof <br />of property/business ownership and payment of disposal every two years. <br />The resident will still be required to enroll in recycling and bulky item <br />pickup services at contracted charges. <br />(3) Residents who are out of town on vacation a minimum of one month. <br />Residents shall call their hauler the city directly to apply for this temporary <br />exemption. The City of Little Canada reserves the right to verify absence <br />through verification of water readings at any time during the absence. If <br />evidence shows water usage the City will negate the temporary exemption. <br />(I) <br />Residents wh work f r a refuse hauler that pr vidcs them with free <br />collection of their residential refuse as a benefit to said employee.
