Ranson The options to provide coverage for the Planning and Parks & Recreation Commissioners are the same as for the Council. These options are an Accident Policy through the Brehm Group or Workers' Compensation Coverage through the League of Minnesota Cities. Given the Commissioners are paid a stipend; they cannot be included in the League's Accident Policy which covers volunteers. As you know, the Council elected to be covered under the League's Workers' Compensation Policy since the coverage was far superior to the Accident Policy at a minimal additional cost. The same logic would apply to electing coverage for Commissioners. The cost of adding Commissioners to the City's Workers' Compensation Policy would be $209.00 annually. Given the nominal cost, staff recommends adding the coverage. A Council resolution will be required to add the Commissioners to our current policy. Volunteers City volunteers, as specifically defined, are covered for tort claims and liability under the City's policy (see Exhibit A for the League's discussion). Additionally, the City carries premises medical coverage described in Exhibit A, page 3. This coverage is a no fault type of coverage, which provides limited medical reimbursement coverage for injuries. The coverage excludes certain activities which would likely include injuries sustained by volunteer coaches or Canadian Day volunteers- involved in the set up and tear down of the Canadian Day festival Given these limits on coverage, the Accident Policy offered by the League could cover the excluded incidences.
