Ranson <br />The options to provide coverage for the Planning and Parks & Recreation Commissioners are the <br />same as for the Council. These options are an Accident Policy through the Brehm Group or <br />Workers' Compensation Coverage through the League of Minnesota Cities. Given the <br />Commissioners are paid a stipend; they cannot be included in the League's Accident Policy <br />which covers volunteers. <br />As you know, the Council elected to be covered under the League's Workers' Compensation <br />Policy since the coverage was far superior to the Accident Policy at a minimal additional cost. <br />The same logic would apply to electing coverage for Commissioners. The cost of adding <br />Commissioners to the City's Workers' Compensation Policy would be $209.00 annually. Given <br />the nominal cost, staff recommends adding the coverage. A Council resolution will be required <br />to add the Commissioners to our current policy. <br />Volunteers <br />City volunteers, as specifically defined, are covered for tort claims and liability under the City's <br />policy (see Exhibit A for the League's discussion). Additionally, the City carries premises <br />medical coverage described in Exhibit A, page 3. This coverage is a no fault type of coverage, <br />which provides limited medical reimbursement coverage for injuries. The coverage excludes <br />certain activities which would likely include injuries sustained by volunteer coaches or Canadian <br />Day volunteers- involved in the set up and tear down of the Canadian Day festival <br />Given these limits on coverage, the Accident Policy offered by the League could cover the <br />excluded incidences. See page 4 of Exhibit A for a summary discussion on Accident Coverage <br />and Exhibit B for a more specific discussion. The issue with this policy is that while it will cover <br />
