I- Ianson <br />www. ci.little- canada. mn. us <br />MEMORANDUM <br />TO: Mayor Blesener and Members of the City Council <br />FROM: Kathy Glanzer, City Clerk <br />DATE: January 12, 2007 <br />RE: Massage Therapy as an Accessory Use — Fitness Centers <br />The City Code currently exempts the practice of massage therapy from the City's <br />licensing requirements under the following Code provision: <br />"The practice of massage therapy is hereby declared to be distinct from the <br />licensed practice of medicine, osteopathy, chiropractic, physical therapy, podiatry, <br />and nursing, as well as the professions of athletic coaching and training. Persons <br />engaged in those professions are exempt from the provisions of this ordinance." <br />Past practice in interpreting this Code section is to not require licenses for massage <br />therapists working at local health clubs. This interpretation has seemed inconsistent with <br />the intent to ensure that only properly trained massage therapists are working within the <br />City. Therefore, it is staff's recommendation that the ordinance be amended to allow <br />massage therapy as an accessory use at fitness centers under the same licensing <br />requirements that are in place for beauty salons. <br />
