MAYOR
Bill Blesener
COUNCIL
Rick Montour
Barbara Allan
John Keis
Michael McGraw
515 Little Canada Road, Little Canada, MN 55117 -1600 ADMINISTRATOR
(651) 766 -4029 / FAX: (651) 766 -4048 Joel R. Hanson
www.ci.little-canada.mn.us
MEMORANDUM
TO: Mayor Blesener and Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: February 9, 2007
RE: Valor Hazardous Building Report
As you know, the City has been dealing with a number of code related issues at Valor
Enterprises (3165 -3167 Spruce Street) for quite a period of time now. Staff has executed
two inspections of the property via administrative search warrant. Based on the serious
hazards found there, reports have been prepared outlining the violations and actions
needed for compliance. Some have been deemed "Imminent Hazards" and are serving as
the basis for a corrective order pursuant to the Hazardous Buildings Statutes.
Attached is the corrective order prepared by the City Attorney. (He will complete the
blanks at Wednesday's meeting pending a title check that is being conducted.) Following
the order is the Imminent Hazards report with accompanying pictures. (This is the report
that provides the background for the corrective order.) Next is the Fire Inspection Report
followed by the Building Code Report (Evaluation/Damage Report) and the Electrical
Violations Report. These last reports are additional code violations that will need to be
addressed before on -going use of the building is re- established. The imminent hazards
are the ones that need to be addressed before we will remove the red tag (other than to
allow entry to correct the violations).
Staff is recommending the Council approve and adopt the Order to Correct Hazardous
Condition of Building pursuant to Minnesota Statutes Chapter 463.17 as prepared by the
City Attorney.
cc: Pat Sweeney, City Attorney
