PURPOSE: <br />The purpose of this report is to cite the deficiencies in the building located in Ryan <br />Industrial Park, also known as Valor Enterprises. The building is located at 3165 -3167 <br />Spruce Street, Little Canada, Minnesota, 55117. <br />SCOPE OF WORK: <br />The building site consists of one parcel having the following. <br />1. Lot size is approximately 100 feet x 380 feet or 38,000 square feet. <br />2. Building size is a total of 6,400 square feet split into office and repair garage. <br />Office -16' x 40' =640 square feet Repair Garage -40' x 144' =5760 square feet <br />3. Three additions have been constructed and measure approximately 9' x 50', <br />9' x 50', and 8' x 15' fora total of 1020 square feet. <br />EVALUATIONS: <br />On Friday, January 26, 2007, inspections were conducted on the building and additions. <br />This report will document the findings from that inspection and state the specific code <br />section that the building is in violation of and also state the corrective action. The 2003 <br />Minnesota State Building Code (MSBC) with amendments which incorporates Chapter <br />1311, the Minnesota Conservation Code for Existing Buildings and the International <br />Building Code (IBC) is the reference document for these findings. <br />VIOLATIONS: <br />Permits- MSBC 1300.0120. In reviewing the records file for the above mentioned <br />address it has been determined that permits have not been issued for the construction, <br />alteration, or repair of the building, additions, interior paint booth, assorted storage <br />spaces, and mezzanines. The purpose of reviewing plans and issuing permits is to insure <br />that all aspects of the current building code in effect at the time are followed and <br />complied with. <br />Corrective Action: Submit engineered drawings signed by an architect or engineer registered in <br />the State of Minnesota for the construction of the paint booth, storage rooms, mezzanines, and <br />canopies. Drawings must be legible, drawn to scale and clearly show the work done in detail that <br />it conforms to the code and relevant laws, rules, and regulations. The code official will review all <br />documentation for compliance to current codes and approve plans only if current codes are met. <br />Little Canada has adopted the optional provision in the Minnesota State Building Code, Section <br />1306. Section 1306.0020 Subpart 2, Special Fire Protection Systems for Existing and New <br />Buildings would require that the entire building be provided with fue suppression if the gross <br />square footage exceeds 2000 or more. Area separation walls, fire barriers, or fire walls do not <br />establish separate buildings. <br />Occupancy Violation- MSBC 1311.0501 Because a person has been living in the upper <br />southwest portion of the building, a change of occupancy has occurred for that specific <br />section. A. permit is required for any change of occupancy and none was applied for or <br />issued. When the building was constructed in 1978 it was classified as F (Factory) <br />occupancy.
