The preliminary engineering has revealed some issues with certain properties along the <br />phase 2 corridor and staff wanted to open dialogue with the affected property owners <br />early in the process so that they are all aware of what is going on. Staff and <br />representatives from Ramsey County Public Works niet with five different property <br />owners on Thursday, November 18 to discuss the impacts the project will have on them. <br />A summary of each of those meetings follows (draft exhibits are attached showing <br />proposed permanent and temporary easements for each of the properties): <br />2640 Rice Street — Gas N Go <br />Mr. Tom Vogt of Gas N Go was in to discuss his property at 2640 Rice St. As it stands <br />now, Mr. Vogt will see the most impact on his property. The existing right -of -way line <br />jogs out toward Rice Street along Mr. Vogt's property so permanent easement will need <br />to be acquired to widen the road and accommodate new sidewalk. A temporary easement <br />will also be necessary during construction. These easement requirements threaten the <br />large tanks buried along Rice St. as well as the ability to use the pumps on the Rice St. <br />side of the canopy. The tanks may need to be relocated to a different place on the lot. <br />Another major impact on the property is the proposed medians along both Rice St. and <br />County Road C. The medians will only allow right -in and right -out access to the <br />property. Cars wanting to go southbound on Rice or westbound on County .Road C will <br />not be able to make left turns from the property. It should also be pointed out that the <br />proposed median on County Road C would also impact Tom's Auto Sales and the Rice <br />St. Pet Clinic as they would only have right -in right -out access. <br />Driveways are also an issue. The property currently has one driveway on Rice St. and <br />two on County Road C, including one right at the corner of Rice St. and County Road C. <br />Ideally, the driveway at the corner would be eliminated as it does not meet the City's <br />code and doesn't work in the new intersection. <br />Ramsey County and City staff will continue to work with Mr. Vogt on these issues. <br />2600 Rice St. — Little Canada North <br />Mr. Reg Plowman of RJ Marco was in to discuss the property at 2600 Rice St., which <br />includes Goodyear Auto and Domino's Pizza. Ramsey County is proposing the purchase <br />of a small strip of permanent easement along the north half of the property as well as <br />some temporary easement for construction purposes. None of the easements should have <br />too big of an impact on the property. <br />Staff also discussed the potential of building a shared driveway for the Little Canada <br />North property and the Gas N Go property. If the driveway could be built far enough <br />south it could provide a second entrance for the mall as well as giving Gas N Go <br />customers a chance to turn left on Rice St. and head south.
